Woman panhandler approached by an Elkhart police officer by Concord Mall, April 4.
We seem to be seeing more panhandling around the county lately. This woman was walking with a sign on the center island of the Sunnyside Ave. entrance to Concord Mall before an Elkhart officer stopped to talk with her. She did not appear to be under arrest.
